Title: Deputy Director, Enterprise Fund Operations


James W. Ritter, deputy director, holds a B.S. degree in Environmental Management from the University of Maryland, an M.B.A from Strayer University and an A.S. degree in Computer Programming from the College of Southern Maryland. He has been with Calvert County Government since 2013 where he started as an operations superintendent with the division of Water & Sewer. In 2020, he was promoted to division chief of Water & Sewer, and in 2021, he was promoted to deputy director of Enterprise Funds. Ritter has been an adjunct faculty member at the College of Southern Maryland Center for Environmental Training since 2014 where he develops and provides training related to the water and wastewater industry. His training has been awarded continuing education credits from the Maryland Department of the Environment Training Review and Evaluation Committee. Ritter is a member of the American Public Works Association, American Water Works Association and Water Environment Federation. He has been a Certified Reliability Leader with the Association of Asset Management Professionals since 2015. He has published articles in peer review journals and provided presentations at industry-specific conferences related to his published works.
