Hallowing Point Park Master Plan Update

Project Overview

The most recent Hallowing Point Park Master Plan was developed in 1998 and an update was needed to guide park improvements and growth over the next 15-20 years. In the fall of 2023, the Department of Parks & Recreation contracted Murphy & Dittenhafer Architects to update the HPP Master Plan. A public survey was issued to gather feedback regarding assessment of current park conditions and desired improvements. Over 2,500 responses were received, primarily from Calvert County residents, providing direction for the updated HPP Master Plan. The team created a document that details necessary upgrades to existing amenities and recommends the addition of new amenities to meet the desires of the community as expressed in the survey. These include well-lit paved walking paths, natural surface trails, converting several multi-use athletic fields to synthetic turf, upgrading the baseball/softball fields, improving signage and constructing a new inground skatepark, among others.

Work sessions were held on October 16, 2024, with the Planning Commission where the updated Master Plan was found to be consistent with the Comprehensive Plan, and on October 22, 2024, with the Board of County Commissioners. There were no BOCC or public comments at that time. Plan. On February 27, 2025, the Planning Commission directed staff to circulate the draft and schedule a public hearing. The plan was sent to neighboring jurisdictions and County staff, and feedback was received from four state agencies, two county commissions, and four community members. On May 21, 2025 the Planning Commission voted unanimously to close the record and recommended adoption by the Board of County Commissioners, who held a public hearing on July 22, 2025. No comments were received and the public record remained open for 10 days following the hearing. The Master Plan was adopted on August 26, 2025.
